International Atomic Energy Agency (IAEA) that there was a "nuclear incident with local consequences" to its central nuleare Fukushima because the dose of radioactivity in the "environs of the sites" were above the limits. The Japanese authorities have posted a brief report in the IAEA database of nuclear accidents, the accident giving level 4 of the international INES scale, which ranges from 1 (anomaly) to 7 (major accident). An incident of Level 4 is defined cone having "local consequences" as a "minor release of radioactive material" as defined by IAEA
